<p>Star City Games&#xAE; events adhere strictly to all applicable tournament rules and policy documents, in addition to the following:</p><p>All Star City Games events participants and attendees are expected to exhibit good sportsmanship and appropriate conduct at all times. Clothing, game accessories, and related materials must not display inappropriate or offensive language or imagery, as determined by Star City Games in its sole discretion.&#xA0;</p><p>Although our staff will take reasonable steps to address any related issues directly with the offending attendee(s), failure to correct the offending behavior(s) may result in disciplinary action, up to and including removal from the venue and temporary or permanent bans from future Star City Games events.&#xA0;Star City Games&#xA0;further reserves the right to refuse service or access to the&#xA0;Star City Games&#xA0;event, or to remove anyone from the&#xA0;Star City Games&#xA0;event, at any time for any reason or no reason, to the extent permitted by law.</p><p>Aggressive behavior will, at no time, be tolerated at&#xA0;Star City Games&#xA0;events. Anyone exhibiting such behavior will be removed from the event immediately.</p><p>We do not tolerate theft at our events. Consequences may include disqualification from the tournament without prize, removal from the site, and bans from future&#xA0;Star City Games&#xA0;events. <h2 id="media">Media</h2><p>Upon the earlier to occur of (i) registering for a&#xA0;Star City Games&#xAE; event or (ii) entering the premises of a&#xA0;Star City Games&#xA0;event, you represent and agree that you are of the age of majority and consent to the use of your name, image, voice or likeness and its/their release, publication, exhibition, or reproduction which may be used in whole or in part without restriction or limitation in any medium, including by photograph, video audio taping, or the Internet, by&#xA0;Star City Games&#xA0;and/or its affiliates, for any purpose including, but not limited to, webcasting, for public relations, in news articles or telecasts, in advertising, commercial purposes, or by inclusion on&#xA0;Star City Games. You release and hold harmless&#xA0;Star City Games, its officers, agents, and employees, and each and all persons involved from any liability connected with the use of your name, image, voice or likeness, including the taking, recording, or publication of such interviews, photographs, slides, computer images, video recordings, or sound recordings.</p><p>You further agree that upon the earlier to occur of (i) registering for a&#xA0;Star City Games&#xA0;event or (ii) entering the premises of a&#xA0;Star City Games&#xA0;event, you waive all rights you may have to any claims for payment or royalties in connection with any exhibition, televising, or other publication, in any medium and whether online or otherwise, of the above materials. You also waive any right to inspect or approve any photograph, sound or video recording, or film taken by&#xA0;Star City Games, or the person or entity designated by it.</p><div><h2 id="limitation-of-liability">Limitation of Liability</h2></div><p>Upon the earlier of (i) registering for the&#xA0;Star City Games&#xA0;event or (ii) entering the premises of the&#xA0;Star City Games&#xA0;event, you agree to be bound by the rules and policies set forth herein. To the extent allowed by law, you further release and hold harmless&#xA0;Star City Games&#xA0;from and against any and all actions, suits, liabilities, damages, claims and demands, including legal fees and expenses, which you or your heirs, successors or assigns might have which arise out of or relate, directly or indirectly, your participation in or attendance at the&#xA0;Star City Games&#xA0;event.</p><div><h2 id="indemnification">Indemnification</h2></div><p>Upon the earlier of (i) registering for the&#xA0;Star City Games&#xA0;event or (ii) entering the premises of the&#xA0;Star City Games&#xA0;event, you hereby agree to indemnify and hold harmless&#xA0;Star City Games&#xA0;from and against any and all claims, actions or proceedings of any kind and from any and all damages, liabilities, costs and expenses relating to or arising out of any breach or alleged breach of any of your warranties, representations or agreements made in connection with the&#xA0;Star City Games&#xA0;event or which relate to or arise out of your acts or omissions which occur as a result of your attendance or participation at the&#xA0;Star City Games&#xA0;event.</p><div><h2 id="governing-law">Governing Law</h2></div><p>Upon the earlier of (i) registering for the&#xA0;Star City Games&#xA0;event or (ii) entering the premises of the&#xA0;Star City Games&#xA0;event, you agree that the terms set forth herein shall be governed by the laws of the Commonwealth of Virginia, irrespective of its conflicts of laws principles, and that any legal action arising out of or related to any matters set forth herein shall be brought only in the state or federal courts located in the City of Roanoke, Virginia and you further unconditionally consent to the jurisdiction and venue of such courts.</p>

<p>If you have lost something at an event, please notify the event stage staff immediately. If your missing item hasn&#x2019;t already been turned in, you may leave your name, contact information, and a description of the item. If the item is turned in during or after the event, we will contact you with instructions for retrieval. To report a missing item after the event, <a href="http://contactus.starcitygames.com/scgcon" rel="noopener noreferrer" target="_blank">contact us</a>.</p><p>If you find something that does not belong to you, please notify a judge or turn the item in to the event stage staff so we can attempt to reunite the item with its rightful owner.</p><p>Star City Games&#xAE; is not responsible for lost or stolen items.</p>

<h2 id="trading-buying-and-selling-cards">Trading, Buying, and Selling Cards</h2><p>While trading is acceptable, please note that buying/selling cards with anyone other than the authorized, on-site vendors(s), or soliciting on-site or through any Star City Games&#xAE; advertising or social media outlet to buy or sell elsewhere, is prohibited. Additionally, the use of printed price lists, prices on individual cards, and/or prices on playmats (more commonly known as &#x201C;buy mats&#x201D;) is not permitted on the floor of Star City Games events. Doing so may result in all involved parties being removed from the event and being banned from attending future Star City Games events.</p><p>Star City Games reserves the right to limit the amount of space being occupied by any one individual while trading, and does not allow the use of suitcases, handcarts, luggage carts, etc. to be used for the purpose of transporting excessive amounts of trade stock.</p>

<h2 id="playing-in-anevent"><strong>Playing in an&#xA0;</strong><strong>Event</strong></h2><p><strong>Find</strong><strong>ing Your Opponent</strong></p><p>For Magic: The Gathering main events, pairings are available on <a href="https://mtgmelee.com/" rel="noopener" target="_blank">Melee.gg</a> prior to the start of each round, as well as printed and displayed alphabetically by last name on pairings boards throughout the event hall.</p><p>For Magic: The Gathering side events, pairings can be found in your <a href="https://magic.wizards.com/en/products/companion-app" rel="noopener noreferrer" target="_blank">Companion app</a> as well as printed and displayed alphabetically by last name on pairings boards throughout the event hall.</p><p>For Flesh and Blood events, pairings can be found by logging into your GEM account on <a href="https://fabtcg.com/accounts/login/" rel="noopener" target="_blank">fabtcg.com</a> as well as printed and displayed alphabetically by last name on pairings boards throughout the event hall.</p><p>Your pairing will include your name, table number, and the name of your opponent. When you find your table, verify that you&#x2019;re playing the correct opponent.</p><p>If you do not receive a pairing for a round, or if you cannot find your name on the pairings board, ask a tournament official for assistance.</p><p><strong>Time Manage</strong><strong>ment</strong></p><p>Each player is responsible for being seated at the correct table when the round begins. The time remaining in each round for main events will be displayed on a large television monitor. For side events, the end time for each round will be posted on the side events pairings board. You should always assume that the next round will start as soon as the previous round ends and plan accordingly.</p><p>If you cannot determine how much time is left in a round, ask a tournament official for assistance.&#xA0;</p><p><strong>Playing a M</strong><strong>atch</strong></p><p>Each player is responsible for tracking their life total, as well as additional resources, with pen and paper. We also recommend tracking your opponent&#x2019;s life and resources. To submit a result, select the winner of each game and click the &#x201C;Submit result&#x201D; button. You will then be prompted to confirm your result before it is officially submitted.</p><p>Current match points, as well as pairings, are available in the <a href="https://mtgmelee.com/" rel="noopener" target="_blank">Melee.gg</a> Player Controller. Players receive three (3) points for a win, one (1) point for a draw, and zero (0) points for a loss. If at any point in the event you believe your match points are incorrect, please notify a tournament official immediately.</p><p><strong>Magic: The Gathering Sid</strong><strong>e Events</strong></p><p>At the beginning of each round, players will receive their pairing through the <a href="https://magic.wizards.com/en/products/companion-app" rel="noopener" target="_blank">Magic Companion</a> app. Your current record and previous results are available in the Companion app. If at any point in the event you believe your match points are incorrect, please notify a tournament official immediately.</p><p><strong>Flesh and</strong><strong>&#xA0;Blood Events</strong></p><p>At the beginning of each round, players will receive their pairing through their GEM account on <a href="https://fabtcg.com/accounts/login/" rel="noopener" target="_blank">fabtcg.com</a>. Your current record and previous results are available in your GEM account. If at any point in the event you believe your record is incorrect, please notify a tournament official immediately.</p><p><strong>Conce</strong><strong>ssions</strong></p><p>In Magic: The Gathering events, players may concede at any time, as long as the concession is not in return for anything.</p><p>In Flesh and Blood events, a player may concede, for any reason, at any point before or during a match, but not after time is called in a round. A player may ask for a concession before presenting their deck. If a player asks for a concession (from their opponent) at any point in a match after both players have presented their decks for the first game, that player will receive a penalty, which may be upgraded or downgraded at the discretion of the Head Judge. Any kind of pressure or suggestion to concede, such as saying &quot;Come on man, don&apos;t defend my attack here,&quot; is considered to be asking for a concession.</p><p>Offering your opponent anything in exchange for a concession is considered bribery and is against Wizards of the Coast&apos;s and Flesh and Blood&#x2019;s tournament rules. Any player found to have offered or accepted a bribe will be issued a Match Loss in the tournament. If you are having problems dropping through Melee.gg, you may drop by adding your name to the drop list at the scorekeeping station for your event.</p><p>To drop from a Magic: The Gathering side event, simply drop from the Companion app.</p><p>To drop from a Flesh and Blood event, simply drop from your GEM account on <a href="https://fabtcg.com/accounts/login/" rel="noopener" target="_blank">fabtcg.com</a>.</p><p>If you have dropping through the software, please speak to a tournament official.</p><h2 id="tournamentstyles"><strong>Tournament&#xA0;</strong><strong>Styles</strong></h2><p>Tournament structure is listed in each tournament&apos;s details. If you have any questions, please reach out to Star City Games staff.</p><p><strong>Swiss Pairings S</strong><strong>ystem</strong></p><p>Most Star City Games&#xAE; events are run using the <a href="https://en.wikipedia.org/wiki/Swiss-system_tournament" rel="noopener" target="_blank">Swiss pairings system</a>, which allows each participant to play in every round of the tournament if they wish to do so. Each round, players are paired with another player with a similar record that they have not played before in the event.</p><p>The number of rounds in a Swiss tournament can be based on the total number of players participating in that event or fixed at a pre-determined number of rounds.</p><p>Larger events that determine a single winner will typically cut to the top X players, usually eight (8), at the end of Swiss rounds. Those players will then compete in a single-elimination playoff.</p><p>Most side events play a set number of rounds of Swiss pairing. Prizes are distributed each round to each table, with top finishing players collecting a portion of their prize from the stage based on the players&#x2019; final records.</p><p><strong>Single-Elimin</strong><strong>ation</strong></p><p>All on-demand booster drafts are run as single-elimination events, in which players are eliminated from the tournament upon losing a match.</p>

Playing in an Event

<h2 id="monetary-prizes"><strong>Mone</strong><strong>tary Prizes</strong></h2><p>Players winning monetary prizes at Star City Games&#xAE; events must submit a complete and appropriate tax form with the following information in order to receive their prize:&#xA0;</p><ul><li>Full Legal Name</li><li>E-Mail Address</li><li>Complete Mailing Address</li><li>Social Security Number (United States residents only)</li><li>PayPal email address (Non-US residents only)</li><li>Dated Signature</li></ul><p>Monetary prizes for players from the United States are sent as a check to the address on the player&apos;s submitted tax form around thirty (30) days after the event where the prize was earned.</p><p>Monetary prizes for players from outside the United States are sent as a PayPal payment to the email address on the player&apos;s submitted tax form around thirty (30) days after the event where the prize was earned.</p><p>If a player fails to provide Star City Games with the appropriate tax paperwork to have a prize sent to them, Star City Games will attempt to contact the player and obtain the information needed for them to receive their prize. However, it is ultimately the player&apos;s responsibility to provide this information in a timely manner to Star City Games.</p><p>All monetary prizes from a Star City Games event must be collected or requested in writing within 120 days of the event. After that time, any prizes not collected or requested will be considered forfeit.</p><h2 id="non-monetary-prizes">Non-Monetary Prizes</h2><p>All Prize Wall tickets must be redeemed on-site during the event weekend in which they were earned. Prize Wall tickets not redeemed by the end of the event weekend in which they were earned will be considered forfeit.</p><p>All non-monetary prizes (trophies, promotional cards, etc.) must be collected on-site during the event weekend in which they were earned. If they are not, any shipping costs for non-monetary prizes are the sole responsibility of the winner.</p><h2 id="prize-splits-and-points">Prize Splits and Points</h2><p>No prize splits are allowed in Star City Games&#xAE; events, except as explicitly allowed by Wizards of the Coast or Flesh and Blood policy. A finals prize split negotiation that determines a winner requires one player to drop from the event prior to the finals.</p><p>Although monetary prizes may be split as desired in the finals, other prizes that are attached to specific finishes and the results of played matches will be conclusive. Any match played must be done so in good faith.</p><p><a href="https://wpn.wizards.com/en/document/magic-gathering-tournament-rules">Magic Tournament Rules</a> - Section 5.2<br><a href="https://fabtcg.com/resources/rules-and-policy-center/tournament-rules-and-policy/">Flesh and Blood Rules and Policy</a> &#x2013; Section 5.2</p><h2 id="check-reissue"><strong>Check</strong><strong> Reissue</strong></h2><p>Please allow thirty (30) days from the event date to receive a prize check.</p><p>In the event that a player does not receive a check for prizes earned at a Star City Games organized event:</p><ol><li>If the player provided the correct mailing information, and the check not being received resulted from an error by Star City Games staff, the check will be reissued for the original amount. The reissued check will be sent as soon as the corrected address can be confirmed.</li><li>If the player provided correct mailing information, and there was no error made by Star City Games, the check will be reissued for the original amount sixty (60) days after the date on which the original check was issued. If the player would like to have the payment sent within the sixty (60) day waiting period, the player may elect to have the $30 fee charged by our bank to stop payment on the original check deducted from the reissued check. In this case, the reissued check will be sent as soon as the corrected address can be confirmed.</li><li>If the player provided incorrect mailing information that resulted in the check not being received, the $30 fee charged by our bank to stop payment on the original check will be deducted from the reissued check. The reissued check will be sent only after the corrected address can be confirmed.</li></ol><p>All reissued checks will be sent via trackable method to ensure delivery.<script charset="utf-8" src="//js.hsforms.net/forms/embed/v2.js" type="text/javascript">&nbsp;</script><script>

<h2 id="event-registration">Event Registration</h2><p>Online registration is available on <a href="https://melee.gg/" rel="noopener noreferrer" target="_blank">Melee.gg</a> for SCG CON main events. Find your event on the <a href="https://scgcon.starcitygames.com/" rel="noopener" target="_blank">SCG CON site</a> and click the &#x201C;Buy Ticket&#x201D; button for details. Individual side events will be available for online registration starting at noon on the Friday of the SCG CON at which they occur.</p><h2 id="team-event-registration">Team Event Registration</h2><p>When registering for a Team event, one player registers for the entire team.</p><p>For Magic: The Gathering Two-Headed Giant tournaments, you will need to provide your partner&#x2019;s name and Wizards account email address.</p><p>For Magic: The Gathering Team events with three players, you will need to provide name and Wizards account information for the player in each seat.</p><p>For Flesh and Blood Team tournaments, you will need to provide name and GEM ID information for the player in each seat.</p><p>To make changes to your submitted team roster, please speak to SCG stage staff at the event.</p><h2 id="package-registration">Package Registration</h2><p>Online registration is available on <a href="https://melee.gg/" rel="noopener noreferrer" target="_blank">Melee.gg</a> for SCG CON packages. Find your package on the <a href="https://scgcon.starcitygames.com/" rel="noopener" target="_blank">SCG CON site</a> and click &quot;Buy Package&quot; for details.</p><p>Challenge packages and Command Zone hours will be listed on a per-event basis.</p><h2 id="registration-timing">Registration Timing</h2><p>All events and packages are available for registration prior to each SCG CON weekend.</p><p>On-site registration is available for all SCG CON events and closes ten minutes before the start of each event.</p><h2 id="what-youll-need">What You&#x2019;ll Need</h2><p><strong>Melee Account</strong></p><p>To register for SCG CON events, players must have a Melee.gg account. Players can create a Melee.gg account <a href="https://mtgmelee.com/Account/Register" rel="noopener" target="_blank">here</a>. Different events may require different information to be entered into your Melee account.</p><p><strong>Magic: The Gathering - Wizards Account Email</strong></p><p>To register for Magic: The Gathering events at SCG CONs, players must have a Wizards account and provide the associated email address. Players can create a Wizards account <a href="https://myaccounts.wizards.com/register" rel="noopener" target="_blank">here</a>.</p><p><strong>Flesh and Blood &#x2013; GEM Account</strong></p><p>To register for Flesh and Blood events at SCG CONs, players must have a Flesh and Blood GEM account and provide their GEM ID. Players can create a Flesh and Blood GEM account <a href="https://fabtcg.com/accounts/register/" rel="noopener" target="_blank">here</a>.</p><h2 id="verification">Verification</h2><p>If you registered for one or more events on Melee.gg, there is no need to bring a printed ticket or confirmation email, though you should bring a photo ID or credit card to verify your identity. As long as you are registered on Melee.gg, you will be enrolled in the tournament software and seated for Round 1 of your event.</p><h2 id="refunds">Refunds</h2><p>If a player registers for a tournament that they are unable to participate in, that player may unenroll from the event on Melee.gg, triggering an automated refund. Once the event has started, a player may speak to stage staff or reach out to <a href="mailto:organizedplay@starcitygames.com">organizedplay@starcitygames.com</a> to request a refund no later than fourteen (14) days after the event. Refunds will be issued upon verification by Star City Games that the player did not participate in the event.</p><p>Event entry may not be transferred to another player.</p><p>Star City Games does not issue event entry refunds as a result of Judge rulings or player disqualifications.</p><h2 id="deck-registration">Deck Registration</h2><p>Deck registration is used for some main events and allows tournament officials to verify that all event participants are playing tournament-legal decks and use the same deck throughout the event.</p><p>Players in Magic: The Gathering events that require deck registration must submit their decklist through the Player Controller for the event on Melee.gg. Decklists are due before the start of Round 1.</p><p>Players in Flesh and Blood tournaments that require deck registration must submit a paper copy of their decklist at the player meeting that occurs before Round 1. Deck registration forms can be found <a href="https://fabtcg.com/resources/rules-and-policy-center/printable-forms/" rel="noopener" target="_blank">online</a> or on-site at the event.</p><p>Star City Games reserves the right to publish decklists.</p>

<p><br></p><h2 id="electronicdevices"><strong>Electronic</strong><strong>&#xA0;Devices</strong></h2><h3 id="magic-the-gathering-flesh-and-blood">Magic: The Gathering, Flesh and Blood</h3><p>Electronic devices are permitted, but players may not use them to access information that contains substantial strategic advice or information about an opponent&apos;s deck. Device use during a match other than brief personal calls must be visible to all players. To prevent event delays, we recommend that players eat between rounds as time allows.</p><p>Please keep drinks on the floor rather than the tables at all times. Spills may damage valuable cards and disrupt games beyond repair. All trash must be thrown out in the proper containers. Do not leave trash on the tables.</p><p>Dining options depend on the event&#x2019;s location, but usually there are multiple food options available on-site and/or within a five-minute walk of the venue. Please keep in mind that some event sites enforce a &#x201C;no outside food and beverage allowed&#x201D; policy.&#xA0;</p>

<h2 id="rules-enforcement">Rules Enforcement</h2><p>The rules of the game are enforced by judges, who are also invested in helping you have the best tournament experience possible. If you or your opponent violates a game rule, a judge will help to resolve the issue appropriately and may assign a penalty if specified in the game&#x2019;s Infraction Procedure Guide or Penalty Guidelines.</p><p>If you have any questions during a match, notify a judge by raising your hand and calling &#x201C;Judge!&#x201D; Keep your hand in the air until a judge acknowledges you or arrives at the table. <p>Spectators are welcome at Star City Games&#xAE; events.</p><p>All spectators are expected to conduct themselves appropriately and not provide outside assistance for, comment on, or otherwise disrupt games in progress.</p><p>Spectators who believe they have witnessed a rules infraction should inform a judge immediately. From there, a judge will assist the players.</p>

<p>Team Constructed is a tournament format in which each member of a three-player team competes using their own deck but win and lose as a team. Each team member must present a format-legal deck for their seat. Most Star City Games events do not use &quot;Unified Construction&quot; rules, so the same card may appear in multiple decks (e.g. four [4] copies of Hallowed Fountain in Seat A&#x2019;s deck and three [3] copies in Seat B&#x2019;s deck). Deckbuilding rules for individual formats still apply. If &quot;Unified Construction&quot; rules are in effect for a tournament, please verify card legality with the game&apos;s policy documents.</p><p>Magic: The Gathering Team Constructed events may feature different formats:</p><ul><li>Mixed Constructed &#x2013; &#xA0;Players on each team are assigned a seat and a format. Typically, players are seated as follows: Seat A is Modern, Seat B is Pioneer, and Seat C is Standard. The formats and seat assignments may vary for specific events.&#xA0;</li><li>Format Constructed &#x2013; Players on each team play the same format, but Seats A, B, and C are assigned at the start of the event and remain fixed for the tournament.</li></ul><p>Each player plays a match against the player in the corresponding seat on the other team. The first team to win two (2) matches wins the round.</p><p>Teammates may communicate with each other about gameplay decisions such as mulligans, sideboarding, and in-game actions; however, slow play penalties still apply. If a player wishes to leave the table during a match for any reason, that player must call for a judge to facilitate leaving and returning to the table or the player will not be allowed to communicate with their teammates for the remainder of the round.</p>
